The Local Jobs First Act 2003 legislates the existing Victorian Industry Participation Policy and Major Projects Skills Guarantee, enshrining current practice to deliver improved outcomes for local SMEs and Victorian workers.

To view the Local Jobs First Act 2003 visit www.legislation.vic.gov.au and select ‘Victorian Law Today’. Then, under 'Search' select 'Acts' and search for 'Local Jobs First'.

The Local Jobs First Policy comprises the Local Jobs First - Victorian Industry Participation Policy (VIPP) and the Local Jobs First - Major Projects Skills Guarantee (MPSG).

The Major Projects Skills Guarantee policy statement complements the Local Jobs First Policy and sets out its core purpose and how it benefits workers and industry.

The Local Jobs First Agency Guidelines provide detailed information on how Local Jobs First must be applied. The guidelines outline the steps that agencies need to undertake to comply with Local Jobs First.

The Local Jobs First Supplier Guidelines outline the steps to be undertaken by businesses to bid for government work when Local Jobs First has been applied to projects.

All bids for Local Jobs First projects are required to provide a Local Industry Development Plan (LIDP) which clearly identifies local content, job commitments, including opportunities for apprentices, trainees, cadets within the project. Be advised that the document below is only a SAMPLE. Project-specific LIDPs are completed online at the Industry Capability Network Victoria's VMC portal, accessed here.

Every Victorian Government department and agency is required to report on compliance with Local Jobs First in their annual report in accordance with section 9 of the Local Jobs First Act 2003. Disclosure requirements are set out in Financial Reporting Direction (FRD) 25 - Local Jobs Disclosures in the Report of Operations, available on the Department of Treasury and Finance website.
