The Local Jobs First Act

The Local Jobs First Act 2003 legislates the existing Victorian Industry Participation Policy and Major Projects Skills Guarantee, enshrining current practice to deliver improved outcomes for local SMEs and Victorian workers.

The Local Jobs First Policy Document

This Local Jobs First Policy document provides information on the application of Local Jobs First. This document includes the obligations of agencies and suppliers in relation to the Victorian Industry Participation Policy (VIPP) and the Major Projects Skills Guarantee (MPSG). It should be read in conjunction with the Local Jobs First Agency Guidelines and the Local Jobs First Supplier Guidelines.

Major Projects Skills Guarantee (MPSG) Policy Statement

The Major Projects Skills Guarantee policy statement complements the Local Jobs First Policy and sets out its core purpose and how it benefits workers and industry.

Local Jobs First Agency Guidelines

The Local Jobs First Agency Guidelines provide detailed instructions that agencies must follow to ensure compliance with Local Jobs First. The guidelines are mandatory for agencies to follow in relation to a project if Local Jobs First applies.

Local Jobs First Supplier Guidelines

The Local Jobs First Supplier Guidelines provide detailed instructions that suppliers must follow to ensure compliance with Local Jobs First. The guidelines must be followed by all suppliers for government projects where Local Jobs First applies.

Local Industry Development Plan

All bids for Local Jobs First projects are required to provide a Local Industry Development Plan (LIDP) which clearly identifies local content, job commitments, including opportunities for apprentices, trainees, cadets within the project. Financial reporting directions

Every Victorian Government department and agency is required to report on compliance with Local Jobs First in their annual report in accordance with section 9 of the Local Jobs First Act 2003. Disclosure requirements are set out in Financial Reporting Direction (FRD) 25 - Local Jobs Disclosures in the Report of Operations, available on the Department of Treasury and Finance website.

Local Jobs First Model Clauses
