The Local Jobs First Act

The Local Jobs First Act 2003 enshrines the Victorian Industry Participation Policy and Major Projects Skills Guarantee requirements in legislation, ensuring that Victorian businesses, workers, apprentices, trainees and cadets continue to benefit from Victorian Government procurement well into the future.

The Local Jobs First Policy Document

This Local Jobs First Policy document provides information on the application of Local Jobs First. This document includes the obligations of agencies and suppliers in relation to the Victorian Industry Participation Policy (VIPP) and the Major Projects Skills Guarantee (MPSG). It should be read in conjunction with the Local Jobs First Agency Guidelines and the Local Jobs First Supplier Guidelines.

Local Jobs First Agency Guidelines

The Local Jobs First Agency Guidelines provide detailed instructions that agencies must follow to ensure compliance with Local Jobs First. The guidelines are mandatory for agencies to follow in relation to a project if Local Jobs First applies.

Local Jobs First Supplier Guidelines

The Local Jobs First Supplier Guidelines provide detailed instructions that suppliers must follow to ensure compliance with Local Jobs First. The guidelines must be followed by all suppliers for government projects where Local Jobs First applies.

Financial reporting directions

Every Victorian Government department and agency is required to report on compliance with Local Jobs First in their annual report in accordance with section 9 of the Local Jobs First Act 2003. Disclosure requirements are set out in Financial Reporting Direction (FRD) 25 - Local Jobs Disclosures in the Report of Operations, available on the Department of Treasury and Finance website.

Local Jobs First Model Clauses

(For Request for Tender (RFT), Expressions of Interest (EOI), and Contract Documents)

The Local Jobs First model clauses are the mechanism through which Local Jobs First is included in Victorian Government project documents. Agencies must incorporate the model clauses into both the market approach and contract documentation for all Local Jobs First projects to inform bidders of Local Jobs First requirements and obligations.
