Bidders must prepare a Market and Workforce Development Plan identifying opportunities for industry development and an approach to further growth of local capabilities.

• The successful bidder is expected to engage with the State and ICN Victoria during both the Design Development Stage and Construction Documents stage. Documented evidence must be submitted demonstrating their approach during the monitoring and reporting phase.

• Maximise the use of off-site, prefabrication and other modern methods of construction (MMC) wherever possible.
• The successful bidder must publish a forward plan of steel procurements on ICN Gateway, updated six-monthly over the life of the project.
• All consultants, including but not limited to architects, designers, engineers, and other advisers, must preference solutions that maximise the use of local materials, finishes, products, goods, and services in construction, including fittings, fixtures, and equipment, and modern methods of construction (such as prefabricated, modular and/or offsite manufactured components) wherever possible.
• The successful bidder must provide six-monthly reporting to SRLA and DJSIR on the implementation and progress against the Local Industry Development Plan, including details of the forward plan of steel procurements published for the duration of the project. All other Local Jobs First reporting requirements continue to apply.
