• The bidder must submit a detailed Plan for Local Industry Sourcing and Engagement (PLISE), which forms an attachment to the Local Industry Development Plan (LIDP) demonstrating in detail how the bidder will deliver on its Local Jobs First Policy commitments and support local industry and jobs growth. The PLISE will focus on long lead items and critical/strategic materials with a particular emphasis on steel, timber and MMC. The PLISE, will include, but is not limited to the following:
  • details of how and when the bidder proposes to communicate with the local market
  • a specific program of engagement with local steel fabricators and MMC sector
  • advanced publication of the procurement schedule for steel, timber, MMC and other long lead items on ICN Gateway, including:
    • project forecast by volume, updated quarterly over the entire project schedule
    • by product (e.g. reinforcement, structural steel, sheet piling, cross-laminated timber or modular/prefabricated elements, etc.)
  • if it is proposed to source internationally, the bidder must retain detailed evidence of commitments to provide the local market with the same access and timelines as the international market
  • details of how the bidder will support capability and capacity growth within the local industry, including MMC and steel, with the bidder to work with Suburban Rail Loop Authority (SRLA) and the Department of Jobs, Skills, Industry and Regions (DJSIR) to identify areas for Victorian industry expansion in order to meet project needs.
• The successful bidder must provide six-monthly reporting to SRLA and DJSIR on the implementation and progress against the PLISE for the duration of the project. All other Local Jobs First reporting requirements continue to apply.
