The Local Jobs First Amendment Bill 2025 passed both houses of the Victorian Parliament and received Royal Assent on 19 August 2025. This means changes to the Local Jobs Act 2003 (the Act) are taking place, which will impact all participants in Local Jobs First projects.

The changes to the Act focus on:

  • the compliance and enforcement of Local Industry Development Plans, and
  • strengthening the powers and functions of the Local Jobs First Commissioner.

Changes from 20 August 2025

Some changes commenced immediately after the Bill passed in 2025.

These included:

  • a new definition of ‘Local Jobs First’
  • new provision allowing the Minister to set requirements to use a specified amount of local uniform and personal protective equipment (PPE)
  • exemption for non-contestable projects deemed to prepare a Local Industry Development Plan

Changes from 1 July 2026

Some changes to the Local Jobs First Act 2003 will commence on 1 July 2026.

These include:

  • clarification of Local Jobs First compliance requirements for suppliers for reporting and meeting commitments
  • strengthened Local Jobs First compliance requirements for agencies, including a new contingent payment plan in contracts
  • new powers and functions for the LJF Commissioner for a graduated approach to compliance and enforcement
