All bidders, contractors, subcontractors, suppliers and consultants and/or subconsultants, including but not limited to project managers, architects, designers, engineers, and other advisers:

• must preference solutions that maximise the use of local materials, finishes, products, goods, and services in construction, including fittings, fixtures, and equipment wherever possible.
• are encouraged to use solutions that maximise the use of modern methods of construction such as prefabricated, and/or offsite manufactured components wherever possible, particularly when it offers the opportunity for improved efficiency, reduced waste or savings to the State.

• Participants are required to proactively work with the State's Representative to identify opportunities to invest in productivity-enhancing technology and/or capital equipment for the Project to the satisfaction of the State's Representative. This may, for example, include the identification of investments that could support the procurement, manufacture and delivery of Modular Classrooms as well as build future business productivity, transferable capability (such as housing), and cost reductions.
