Outline the project design team's approach to prioritising the use of locally sourced materials, finishes, products, and services including modern methods of construction (such as prefabricated, modular and/or offsite manufactured components) wherever possible. The successful bidder must engage with ICN Victoria (Industry Adviser) during both the Design Development Stage and Construction Documents stage. Documented evidence must be submitted demonstrating their approach during the monitoring and reporting phase.

Proponents are required to submit a Supply Chain Development Plan (SCDP) as an attachment to the Local Industry Development Plan. The SCDP must provide details of initiatives and activities to increase the competitiveness of Victorian businesses delivering parts for vehicle and infrastructure maintenance and assist them to participate in other projects. The SCDP must, at a minimum, include the following:

• Details of the Proponent's commitment to implement the above initiatives and activities
• Proposed timelines for implementation
• A description of how the Proponent’s SCDP benefits local manufacturing and supply chain companies.

The successful proponent must report annually through the ICN VMC against the SCDP by providing at a minimum:

• A list of relevant suppliers that could participate in the Project in the future
• Annual expenditure for parts
• A list of parts considered most likely for localisation in the future.
